1. Create new environment (CentOS, simple mode)
2. Add controller, compute, cinder
3. Start deployment. It was successful
4. Login into Horizon under admin
5. Create instance, create volume, attach volume to instance
6. Try to delete volume. Error: You do not have permission to delete volume: test_volume

you cannot delete volume without deattaching it from instance.
