clean up and check in solr config files

The solr configuration and schema files should be cleaned up and checked into hg. Cleanup is needed because they're adapted from the archive.org config and they're cluttered with a bunch of archive-specific stuff. The tdb-to-solr log importer accesses the solr schema file so the schema is needed to make the import work.

This was actually about something different but it's ok to also use it for the start-solr.sh script which is what you're referring to.
