Explanation of the Ubuntu delta and why it can be dropped:
  * Take 2 changes from Debian Bug 724213 by Tony Mancill:
  * debian/control:
    - Add missing Build-Depends on libmaven-plugin-tools-java to fix FTBFS
      (Closes: #724213)
  * debian/libproperties-maven-plugin-java-doc.install:
    - Adjust javadocs target folder

Delta got changes from Debian, which are already released.
