Cups reports "Upgrade required" when trying to use web admin

Bug Description

I found several reports of this problem on Ubuntu Forums, but no solutions. I read through Bug #44931, but it doesn't seem related. There are two glitches here:

Side note: http://packages.ubuntu.com/dapper/net/cupsys still shows 1.2.0-0ubuntu5 even though I get version 1.2.2-0ubuntu0.6.06. Huh!?

I'm not sure if Bug #44931 relates to this or not. I think it's a separate issue, since this bug has to do with SSL not even being enabled.

When I try to do admin action via the web interface, I get this error in my browser:

426 Upgrade Required
You must access this page using the URL https://host.example.com:631/admin.

But, when I try to access Cups via https, it just hangs, and must be restarted before I can access via http again, so maybe this is related to Bug #44931.

Hardy has reached end of life, and this package is not present in later releases. Closing all related bugs.
