Bug Description
The state of a shard is not updated/deleted from memcached when a shard is updated/removed. This can be reproduced by creating a shard and then trying to update the URI it points to for the mongodb instance, and then trying to access/create queues in the updated shard.
The fix to this was not tracked. It's been fixed at some point in the past month.
