Restart... and Shut Down... are equivalent

Bug Description
Under the gear icon in the menu bar are the entries Restart... and Shut Down...
Restart... invokes a popup titled "Shut Down", with icons for restart and shutdown, with shutdown highlighted. This is exactly what the Shut Down... menu entry does.
Ubuntu 12.04 doesn't have the Restart... entry, so either this entry should be removed in Trusty 14.04, or the title and default icon for Restart should be changed.

For the record (see full activity log), Launchpad didn't allow me to change the status unless I removed the Duplicate marker. Clearly, I raised the bug against the wrong project, but Launchpad (for whatever reason) doesn't have a Closed status for reports: I would have preferred to close the report.
