MetadataRepository: user can not upload updated service

Bug Description

Steps To Reproduce:
1. Install Murano 0.4
2. Log into Web UI and navigate to Murano > Service Definitions
3. Select LinuxTelnet service and click 'More > Download Service'
4. Modify archive (for example, add new file or modify yaml file)
5. Click Upload service and select this modified archive. Click 'Upload'

Observed Result:
Error Mesage: 'Error: Unable to upload service: File already exists' (please see attached screenshot for more detailed information)

I tested it after the removing all services and it is reproduced.

This is not a bug. For a simplified metadata repository it's a feature - you can modify files that already exists and when you delete servcie, not all files actually deleted - files that used by other services are keep so later you can't modify the whole service
