In neutron.conf included with this distribution package of Neutron, the default root_helper directive still references "quantum" while the contents of /etc/sudoers.d/neutron references "neutron" which breaks the root wrapper. Consider mentioning changing the root_helper directive as follows:

root_helper = sudo neutron-rootwrap /etc/neutron/rootwrap.conf

I suspect this issue should ultimately get fixed in the Neutron package for this distribution.

Related to 1258308. We can fix once all three bugs I believe. Still need to find the other bug this is related to.

I gave the relevant RDO packaging bug a nudge, I would hold off making any changes here - I am hopeful this will be resolved in the packaging within a week:

I added temporary workarounds for this issue several weeks ago to affected portions of the guide (1258309). I recently installed OpenStack on RHEL using the RDO packages and noticed the default 'root_helper' directive now references 'neutron' instead of 'quantum'. While I can't find any official confirmation in the associated upstream packaging bug, I think we can close this bug.
