Bug Description

On tablets and PCs there often is no cellular connection. Please hide the option on such devices.

<https://wiki.ubuntu.com/Networking#phone-cellular>: "At the top level of System Settings, 'Cellular' should be present only when the device contains cellular hardware."

In my opinion if cellular hardware is absent, also "Phone" should be disabled from the top.

As shown in the System Settings and Phone app specifications, and explained in bug 1447601, "Phone" should not be in System Settings at all.
