Bug Description
Steps To Reproduce:
1. Create environment 'test'
2. Create Linux Telnet in this environment
3. Deploy this environment
3. Create AD service in this environment
4. Start to deploy this environment
Observed Result:
Error messages during the deployment, because Heat will try to create one more security group with the same name and with other ports.
