Bug Description
In some cases the procedure for setting up the metadata access network for a router does not appear to work smoothly.
- The metadata router port is created successfully
- The metadata network however is not created
- In some cases (not all) an extra unexpected port has been observed on the network with the subnet being attached to a router.
