networkconnection too week constantly, no hardwareproblem nor other hardware influences ("electric disturbs in neighbourhood, etc., packages missing i guess, two times problems with upgrade

Hello, so the desaster began with the solution for three problems
1. weak wlan-connection
2. wlan was interrupted
3. permanantely disk check immetiately after start
So i solved problem 3 completely and interruption of wlan connection
now occurs only two up to four times only at the beginning of a session.
By searching solution of all this topics i unfortunately followed a bad
advice and installed Debian dpkg packages, now i cant get rid of theḿ,
probably subprocess in the background, and
if i fix the 89 broken packages and then try update or any upgrade it
cant solve the dependencies.
I went all through wiki ubuntus, and other sides, trying everything with
the terminal, but nothing works, because the system cant find dpkg,
although it is there, but broken, i cant get it green in the synaptics,
nor can i deinstall it (did not dare to deinstall it completely via
synaptics, tell me if i should dare that).
The only solution i see is an reparation with a CD.
