Puppet agent is not launched on iso 4.0, Ubuntu

Steps to reproduce:
1. Create cluster with Ubuntu, without ceph, nova network, no savanna/murano.
2. Add 1 controller, 1 compute.
3. Start cluster deployment.
4. Wait until Ubuntu is installed.

Expected result:
OpenStack installation starts.

Actual result:
Cluster remains in the same state. Puppet agent logs are abscent. Puppet process is not running.
RabbitMQ logs show the following error:

15:22:35.158923 #3050] ERROR -- : rabbitmq.rb:30:in `on_miscerr' Unexpected error on connection stomp://mcollective@10.20.0.2:61613: es_recv: connection.receive returning EOF as nil - resetting connection.

There are orchestrator errors:
[22586] Retrying MCollective call after exception: Received a processing error from RabbitMQ: 'Processing error'

There are no other errors in logs.
