Need to handle InstanceUserDataMalformed in create server v2 API

This patch points out the need for this in the v2 API and the need for a test in the v3 API to cover InstanceUserDataMalformed for the server create call.

    Handle InstanceUserDataMalformed in create server v2 api

    The following patch adds missing support for handling
    InstanceUserDataMalformed. In addition, it also adds test cases
    in both the v2 and v3 api.
