Cannot snapshot instances that are paused or suspended via Horizon

Description of problem:

Those options are available via CLI & API, (added to nova in bug 1100556) but it cannot be performed in Horizon.
Once you set an instance to pause/suspend , the "take snapshot" option is absent from the menu.
