Person Report being saved without clicking Save

Bug Description

If you click Create a New Person Report, the form shows up and automatically creates a row in the. It should only do this after the user has clicked Save, so there are no empty reports.

This is not the bug, it is the default functionality of Vesuvius.

Oh okay, I was told on the task page to report it. There could be a situation if the user clicks create, and then changes their mind, or something, and there would be a empty person created.
