Bug Description
Starting from Havana release of OpenStack, Heat requires subnet-id to boot instances with Nova.
nova-client does not provide subnet-id, only neutron-client does.
So,
1. neutron-client should be installed on fuel-pm node.
2. http proxy settings should be modified to allow keystone and neutron requests from fuel-pm node, so ports 35357, 5000, 9696 should be present in /etc/httpd/
