Neutron client is required on fuel-pm node for execution of Heat OSTF tests

Bug Description

Starting from Havana release of OpenStack, Heat requires subnet-id to boot instances with Nova.
nova-client does not provide subnet-id, only neutron-client does.
So,
1. neutron-client should be installed on fuel-pm node.
2. http proxy settings should be modified to allow keystone and neutron requests from fuel-pm node, so ports 35357, 5000, 9696 should be present in /etc/httpd/conf.d/api_proxy.conf on controller node.

As we decided, let's try to ssh to controller and run neutron client there.

"ssh to controller and run neutron client there" works fine so it's not really needed to install neutron client on fuel-pm node.
