juju quick start should not prefer --upload-tools

Bug Description

The current juju quickstart guide
 http://maas.ubuntu.com/docs/juju-quick-start.html

Says:
Bootstrap:

$ juju bootstrap --upload-tools

However that copies tools from the local machine that end up with a "development" number (1.16.0.1) instead of an official release number.

I believe that existed before we had a good answer for how to sync the tools into the MaaS environment. It shouldn't be necessary at this point.

At what version of juju does this requirement go away? I will need to be

Since juju-core 1.14.0 we've had "juju sync-tools [--source]" which
should probably be preferred to --upload-tools.

I'm not sure if we had something for 1.12, but 1.14 was released back
on Sept 17th.
