Quantum installation error on HA Ubuntu deployment

Steps:
1. Create environment
- Ubuntu
- HA
- Neutron GRE
- Ceph for glance
- Install savanna
2. Add 3 nodes controller + ceph
3. Add 2 nodes compute + cinder
4. Distribute existing network on physical interfaces
5. Turn VLAN tagging off
6. Deploy the cluster

Installation fails on first controller with error:

 (/Stage[main]/Quantum::Agents::L3/Service[quantum-l3]) Could not evaluate: Execution of '/usr/sbin/crm_resource --resource p_quantum-l3-agent --cleanup --node node-10' returned 255: Waiting for 2 replies from the CRMd.No messages received in 60 seconds.. aborting

It's one of classical illustration to "execution expired" bug. We have not found this message because error happens so early.

Cleanup timeout for quantum agent can happen only on highly loaded system. Could you please update environment specification ?
