[SRU] Please upgrade Saucy's fglrx to new upstream release v.13.12 (has support for Kernel 3.11)

Bug Description

Please upgrade Saucy's fglrx-installer (and/or -updates) to the new upstream release v. 13.12.

[Impact]

This driver supports Kernel up to 3.11 and Xorg up to 1.14; ie. it should fully work on Ubuntu 13.10.

The version 13.11 Beta V9.4 also fixes the following issues:

    [372656] : Resolves crash when resizing Konsole
    [388325] : Resolves brightness adjustment issues
    [388818] : Resolves kernel module compile failure when CONFIG_UIDGID_STRICT_TYPE_CHECKS is enabled
    [388335] : Avoids the new GPL symbol acpi_bus_get_device for new kernel support
    [386897] : Resolves system hang on resume from S4 with OpenGL screen saver running

The change log for the v. 13.12 is in comment 3 below.

It might make sense to also upgrade the stable package, as the v. 13.11 beta 9.4. is the first version that has native support for Saucy's Kernel.

[Test Case]

After installing the update, users should be able to boot the system as usual, with no regressions of any kind.

[Regression Potential]

Low. The new driver version doesn't add any new features apart from having a native support for Kernel 3.11. All other changes are bug fixes.

I adapted the wording on this bug to make it clearer that this is a SRU request for Saucy and not a request to upgrade fglrx's version in Trusty.
