Bug Description
Steps to reproduce:
1. File a bug
2. Edit the project to be "APT" (just an example, as APT has disabled bug reports)
Expected result: Operation is denied
Actual result: Change goes through. Example: https:/
Probably there just needs to be a consistency check before allowing this field to be udpated. launchpad.net should also look for bugs which are misclassified this way, since they are probably not listed anywhere.
