Bug Description

Deploy 1 controller + 1 compute node + 1 cinder node.
Go to "OpenStack Health Check" page.
No tests are available, error message on page is "OSTF server is not available".
ISO version is fuel-4.0-58-2013-11-21_06-01-30.iso.
