"emits desktop-session-start" is not triggered

I'm using Ubuntu 14.04 dev with lxdm 0.4.1-0ubuntu6 and it seems that from /etc/init/lxdm.conf "emits desktop-session-start" is not triggered for external jobs. To check this I have created an upstart job with the following content:

start on desktop-session-start

script
 echo 0 >> /tmp/test.txt
end script

Restarting the system and login with lxdm does not cause /tmp/test.txt to appear while manual calling "start test" is working fine.
