Add info about Web standards to footer

Bug Description

Web standards are important. No, really, they are. You want the Web to be open? Then we need to stick by the open standards.

We've had an informal commitment to abide by Web standards; we should make it explicit, and we should enforce it.

Once we're sure that everything validates, we should add info to the footer (under the copyright info) stating that we validate, and including links to test it.

Web standards are also necessary (but not sufficient) to ensure our Web site is accessible to users of various disabilities, media types, browsers, devices, etc.

valid sites also tend to degrade better across simpler devices (such as iphones and blackberries), or even when one gets one of those fluke server errors and doesn't load the stylesheet. the more styling we can move to the css file, the better off we'll be in the long run because we'll have far more expandability.

You'll get no argument about this; it's only a question of making sure it
happens and preferably not happen at the expense of super super urgent
things that also need to happen.

Parker, great work so far on making sure things validate! Have you been
rechecking in IE to make sure we haven't broken the layout there?
