stopping MySQL before loading a dump won't work

Bug Description
Section "Recovering Backups" recommends to stop all nova services prior to restoring the nova database via "mysql nova < nova.sql". However, it also recommends to "stop mysql" (the service) just before loading the database dump. I don't think that's going to work!?
