Bug Description
Binary package hint: gnome-panel 1:2.19.5-0ubuntu2
It is very simple to reproduce:
Open the System menu go to preference and keep the mouse pointer over Apparence. You will see that the tooltip "Customize the look of the desktop" appears near Apparence. now move the mouse over another icon, for instance keyboard. You will see that the keyboard tooltip appear in the same place of the Apparence one, and immediately after the mouse pointer goes over keyboard.
Maybe the correct behavior is that when the pointer leaves the area that was the source of the tooltip, the tooltip have to disappear

I am seeing this too. The tooltip for subsequent pulldown selections displays at the location of the first tooltip you evoke. I tried the <Appearance> option Nicolo suggested and it works as he says.
