totem has error on playing attached .vob file

Bug Description

On playing attached .vob file totem is throwing a stream error message:

"Internal data stream error."

The error occures arround second 20 of the video file and is reproducible.

Steps to reproduce:
1.Download the attached video file
2.Open it with totem and play it
3.Wait until the video reaches 20sec-30sec and see the error message(see above).

Additional: Totem is not able to play the video in full lenght.

Expected: Totem should be able to play the attached video without error.

I ran Totem from the command line and opened a target .mpg file. It errored with an on-screen message box that reads:

No window title
An error occurred
Internal data stream error

The box has an "ok" button.

In the command prompt window, the following message was printed:

** (totem:7054): CRITICAL **: gst_video_decoder_allocate_output_frame: assertion 'frame->output_buffer == NULL' failed

Totem did not crash. I can restart the video, but it will start at the beginning. I can take an arbitrary time in the video and the behavior will replicated within 20 seconds of play. In each case, it errors with the combination message box and command-line message.
