Enemy AI plays by Warcraft II rules

Bug Description

The enemy AI appears not to be hampered by the rules of building near Cobbled Road. It will build additional town halls near mines, and build barracks wherever it wants to be closer too you. While this is fine if a Warcraft II mode switch is enabled, it's unfair to have one player restricted by the Computer AI while the other team is not.

I added the building restrictions that the player has also to the AiBuildingRules, so the AI can no longer build without cobbled road. I also added the original WC1 restriction of only one town hall
