I just want to have virt-manager + libvirt running.
it seems like /etc/libvirt/qemu.conf doesn't exist (the folder does). but reinstalling libvirt doesn't fix that either.
Interestingly my laptop's 13.10 works just fine, however, this 13.10 install here was a clean install too (no upgrade).

Thanks for reporting this bug.
I can't reproduce this, a straightforward install on 13.10 installs the
file for me here.
Could you please try
sudo apt-get -y purge libvirt-bin
sudo apt-get -y install libvirt-bin
And see if that recreates the file?
If it does not, please show the result of 'dpkg -l libvirt-bin' and the apt/term. log file.
