There's a preseed item for DEFAULT_MAAS_URL:

Installing the package sets this, but doesn't obey any previous setting I. If I set an address with debconf-
This has apparently been fixed in packaging trunk, to appear in Trusty, but maas-test would benefit from having the fix in Precise and Saucy as well.
