Network: Murano & Heat can not correctly create stack

On the Murano 0.3 on 202 lab and Murano 0.4 on the 11.4 lab we can see the same error:
during the deployment of Murano services Heat can not successfully create networks with correct router
As a result we can see the separate network with one host and without default router.
