instance system metadata is not soft deleted on instance delete

Bug Description

We should soft delete instance_system_metdata records when we are delete instance records.
If we don't do this we won't be able to purge or archive this table. => big problems in production.

This is still valid, but it's honestly a pretty complex issue based on where system metadata gets pulled in over time. I just rebased boris's patch to figure out how bad it was failing... and it's pretty hairy. Basically because of when we need to send a notification we don't end up with the right info if we delete this in the model.

I think we need a large conversation on around this one.
