top status bar missing shutdown button, clock, more on upgrade to 13.10

Bug Description
When the login window is displayed, the top status bar has what it should - the gear icon, clock, etc. However, once I login it's blank. I tried something in the forums that did get the Dropbox and network manager icons back, but not the rest of the usual icons.

I added a new user to test and the status bar for the new user is completely bank.
If I let the session time out so that the screen locks and then move the mouse or type on the keyboard to bring the login window up, the status bar is correctly displayed. But after logging in it is gone again.
I have both Python 2.7.5+ and 3.3.2+ installed:
