In the "second" step 2, consider adding "service neutron-server restart" to implement the configuration changes made to neutron.conf and api-paste.ini in this section.

    Add "neutron-server" to list of services to restart

    Without first restarting the neutron-server service, restarting
    the other Neutron services causes them to reference incorrect
    configuration directives.

    Patch now covers all supported distributions.
