streams.canonical.com needs tools sjson

streams.canonical.com/juju/tools/streams/v1/*.json needs a signed sjson counterpart. The key are already arranged. The json files created by sync-tools can be used as the input for the signing. An intermediate step is needed to change the paths to other json files to be sjson.

The assemble-public-tools.bash script calls sync-tools. It can be modified to do the additional steps to create the sjson. Jerf, the build machine, will call assemble-public-tools.bash when it sees new packages in the juju-packaging devel and stable PPAs. Once the tree is built, it can be rsyned to streams.canonical.com/juju/.
