Add admonition about not using .ini files for general config

Bug Description

The Installation Guide recommends editing .ini files for initial configuration. This is correct for initial set up, but .ini files shouldn't be edited for general configuration purposes. Suggestion is to add an admonition mentioning this.

Confirmed for Heat (Steve Baker) and Nova (cyeoh), must be confirmed for other components before edits.
