1. Create new environment
2. Choose Ubuntu, simple mode, nova-network
3. Add controller, compute and cinder
4. Start deployment. It was successful
5. nova floating-ip-list is empty on controller

Floating range is present in astute.yaml for every node but it is empty in /etc/nova/policy.json and /etc/nova/nova.conf for all nodes (from logs attached).
