Bug Description

For neutron-server, we should have all logging info including stderr & stdout.
Syslog case should include this info as well.
There is use_stderr = true option for such cases, thus it should be used for neutron-server config.

Now Neutron-server and all neutron services gives a readable, not fragmented, log files.
