Locked property not being honored in SDK toolbar component

This guide states that a "locked" property can be passed to the toolbar and it will not hide. This property is either not implemented or is not being honored by the system in 13.10 or 14.04.

This is a huge problem for application developers when working across platforms. For phone it is fine to edge swipe to restore a toolbar hide, but for desktop apps this proves disastrous.

Please take a look at this.
