Bug Description
Steps to reproduce:
1. Create multi-node cluster with following configuration: Ubuntu, Neutron + VLAN, Ceph for volumes and Glance.
2. Add the following list of nodes: 1 controller, 1 compute, 2 Ceph OSDs.
3. Launch cluster deployment.
Expected result:
Cluster deployment is successful.
Actual result:
Cluster deployment failed with node error. There is a puppet error for compute:
Could not request certificate: Error 400 on SERVER: Could not find certificate request for node-20.
