Ubuntu + neutron deployment fails because of Error 400 on SERVER puppet error on iso 3.2.1

Steps to reproduce:
1. Create multi-node cluster with following configuration: Ubuntu, Neutron + VLAN, Ceph for volumes and Glance.
2. Add the following list of nodes: 1 controller, 1 compute, 2 Ceph OSDs.
3. Launch cluster deployment.

Expected result:
Cluster deployment is successful.

Actual result:
Cluster deployment failed with node error. There is a puppet error for compute:

Could not request certificate: Error 400 on SERVER: Could not find certificate request for node-20.test.domain.local

This is known problem. We will address it in 4.0 release by eliminating puppet master.

Pull requests to support deploy without puppet master now in 4.0 branch (master). This problem now should go away.
