Bug Description

As offshot of lp:1249252, we don't have robots.txt on https://android-build.linaro.org/ , which causes web spiders crawl around all site which in turn causes episodes of high apache CPU usage which may give positive feedback of putting Jenkins into high CPU usage which may cause entire service to spiral down into weird state. Should setup robots.txt as first step to address this.
