There's a report on upstream about that:

http://bugzilla.gnome.org/show_bug.cgi?id=541189

How can I configure the remote bug watches to linking to the Gnome Bugzilla report?

Thank you for taking to time for reporting this bug. However, according to upstream this is not a bug but desired behaviour. The parameter %d points to the document root of the active file or directory. When you right-click a directory %d will give you that directory's parent.
This is correct behaviour.

Changed in nautilus-actions (Ubuntu):
status: New → Invalid
