Nailgun does not expose Virtual IPs with quantum/neutron

Try to get VIP from nailgun REST API by issuing GET request to:

http://<nailgun_url>/api/clusters/1/network_configuration/neutron

Expected result:

response JSON should contain public_vip and management_vip fields as it contains in nova_network cases

Actual result:

these fields are absent
