Add a 'create a buildout.cfg' section in documentation just before this action 'sandbox/bin/python bootstrap.py'

Yes that's right, no way to bootstrap without a cfg file *before hand*\

There was a schedule at the beginning of the page, but it was too easy to jump directly to the bootstrap part.
I just added a warning nead to the bootstrap.py invocation
