Enabling [defaultvlan] in portadmin.conf makes portadmin fail

Bug Description

NAV 3.15.2:

When enabling "vlan = 666" in portadmin.conf, the portadmin tool becomes unusable.

The webpage show all ports on a switch, but it is not possible to change vlan (there is no vlan-list-dropdown).

The tool reports the following:
'int' object has no attribute 'vlan'

and the "available vlans for user@netbox" is empty.
