13.10 slow global and applet menus

I am experiencing multiple problems with the global menu/applet menu system:

* global menu changes seconds after switching between applications, which renders it useless
* an open global menu will sometimes lock the whole system up

This was no issue in 13.04. I am running a Dell Ubuntu Developer Edition laptop (XPS13).
