[OSTF] Security groups are not removed by cleanup on iso 3.2.1

Steps to reproduce:
1. Create cluster with configuration: CentOS simple, nova-network, no Savanna/Murano, no Ceph.
2. Add 1 controller, 1 compute, 1 cinder nodes.
3. Deploy cluster.
4. Run OSTF Health Check after successful cluster deployment.
5. Press Stop Tests after Launch Instance test passes and wait while it`s possible to re-launch the tests.
6. Go to Horizon and verify any OSTF test resources are left after tests.

Expected result:
All OSTF test resources are removed.

Actual result:
Security group created for OSTF tests is still present.
