Saucy: oem user gets removed even though customer config not completed

Bug Description

This is a rather odd bug that is only occurring on desktop systems equipped with an NVidia card in which the customer mistakenly plugged their monitor into the Intel output on the motherboard when they first booted their system.

Our steps to reproduce:

1. Image the nvidia system with 13.10
2. Run oem-config shortcut
3. Shut system down
4. Unplug monitor and plug it into the Intel graphics ports on the motherboard
5. Power the system up
6. Wait 2-3 minutes for the hard drive activity to stop
7. Hold the power button to turn the system off
8. Plug the monitor back into the nvidia card, then boot the system

The costumer will then find themselves at the LightDM login screen where the only options are "Guest", "Login" (where they can type a username ans password), and "Remote Login" (if connected to network).

Not entirely sure yet, but this seems vaguely similar to this bug:

There is also a chance this only occurs on Haswell systems; we'll test on Ivy Bridge shortly.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. If you test it and it is still an issue, kindly upload the updated logs by running only once:
apport-collect https://api.launchpad.net/1.0/bugs/1248315

and any other logs that are relevant for this particular issue.
