if bluetooth is not-powered, it cannot be powered regularly

Bug Description

My bluetoothdevice can be deactivated but not acitvated again.
rfkill and unblocking key won't have any effect nor restarting bluetooth daemon nor unloading the btusb module. Even shutting down and plugging out the battery doesn't help.
The only thing that helps is sudo hciconfig hci0 reset

turn it on in the menu and then
sudo hciconfig hci0 reset
helps to make it run in my Asus zenbook , it is not a permanent solution though

This is reported against an old version of Ubuntu and many things has changed since then. Because of that we won't fix this issue however if this behavior repeats on a modern version please fill a bug report against it and we will take it from there.
