The "Restart" button in system menu does not make sense

Bug Description
On Saucy, there is a stand-alone "Restart" button in the system menu.
But when you click it, it brings up the same menu that "Shut down" will brings.
Furthermore, it will be focusing on "Shut down" instead of Restart
Maybe these two option in the system should be combined together.
Or at lease the "Restart" option should be highlighted when the menu was called by the Restart option.
